wouldn't rematches do weird stuff like encourage safe draws in slightly+ situations early in the tournament (to decrease chances of having to play strong players twice) or something?

As an experimental economics major I love this tie break system. Plenty of research has been done on these types of systems.

reminds me of a method of splitting a cake between 2 people: one person cuts the cake, the other chooses which piece. the cutter has every incentive to "maximize the minimum" or to make the smaller piece as nearly equal as possible to the bigger piece. incidentally this method is also described as shorthand for Rawlsian justice. http://en.wikipedia.org/wiki/A_Theory_of_Justice
